Despite breaking California’s campaign spending record and running thousands of ads since the June 8 primary, recent polls show that Meg Whitman, the Republican candidate for governor, is still neck and neck with her Democratic opponent, Jerry Brown, who just this week broadcast his first television and radio ads. Ms. Whitman, the former C.E.O. of eBay, has spent $100 million, mostly her personal fortune, while Mr. Brown has spent less than $1 million through the beginning of August. Ms. Whitman’s best chance of winning in November rides on whether she can capture the vote of independents, who make up a fifth of all registered voters in California.
